On April 28, the U.S. House Committee on Ways and Means held a hearing featuring testimony from five health system CEOs. Then, on April 30 and May 1, the Texas House Select Committee on Health Care Affordability convened to examine many of the same issues on a statewide level.

For anyone who may feel the political process is removed from the work we do, this testimony highlights how policy decisions can shape the environment that hospitals operate in. It’s an important reminder that hospitals remain under significant public scrutiny and are among the most highly regulated sectors in the country and that we must be engaged.
The decisions being made in Austin and Washington, D.C. have a direct impact on our hospitals, our ability to serve patients, and the future of health care in Texas. That is exactly why engagement in HOSPAC, and the political process is not optional — it is essential.
This excerpt from Chairman Smith’s opening remarks underscores the challenges hospitals are facing.
“Simply put hospitals are charging in an insane amount for care, hospital prices have skyrocketed at 300% in just over two decades, more than any other sector of our economy, not one sector was even close”.

HOSPAC Endorsed Candidates in Primary Runoff Election / GOTV Resources
The Texas Primary Runoff Election will take place on Tuesday, May 26, with early voting on May 18-22. This election will determine which candidates advance to the November general election in races where no candidate received more than 50% of the vote in the primary election.
One of the most closely watched contests this year is the Texas U.S. Senate runoff between current U.S. Senator John Cornyn and Texas Attorney General Ken Paxton. Runoff elections often have much lower turnout, which means every vote carries even greater weight. These races help shape who will represent Texas at both the state and federal levels.
Who can vote?
- If you did not vote in the primary, you may vote in either party’s runoff
- If you voted in the Republican primary, you may only vote in the Republican runoff
- If you voted in the Democratic primary, you may only vote in the Democratic runoff

HOSPAC Spring Fundraising Campaign: That’s a Wrap!
The HOSPAC Spring Fundraising Campaign ran from March 18- April 24 bringing together strong support from THA members.
During the campaign, HOSPAC and the THA Advocacy Grassroots Fund raised more than $64,000 from 79 individuals. Since January 1, total HOSPAC contributions to date have reached $186,247!
These results reflect the continued commitment of HOSPAC donors to advance our shared priorities, which strengthen our ability to strategically support candidates who understand and engage in hospital and health care priorities.
While this campaign marks an important milestone, the work continues. Ongoing fundraising is essential to ensure we can fully support our endorsed candidates and remain competitive in critical races across Texas.

This spring, HOSPAC had a presence at a multitude of events such as TORCH’s Spring Conference & Tradeshow, THA’s Inaugural Managed Care Summit, and we hosted a virtual townhall with Sen. Cornyn. Look at all the things HOSPAC has been up to this season!
HOSPAC at the TORCH Spring Conference & Tradeshow
The Texas Organization of Rural and Community Hospitals (TORCH) hosted its annual Spring Conference & Tradeshow in Arlington, where HOSPAC organized several events and engagement opportunities for donors attending the conference.
HOSPAC hosted a small donor dinner for supporters with special guest, State Rep. John McQueeney. The gathering provided an opportunity for regional HOSPAC donors to connect, network, and strengthen relationships with one another.
HOSPAC also hosted its first-ever after-party in conjunction with the TORCH Spring Conference. Conference attendees who contributed to HOSPAC were invited to this exclusive donor-only event.
Throughout the conference, HOSPAC hosted a booth to educate attendees about the importance and impact of HOSPAC. Donors who contributed during the event received appreciation gift bags that included a custom-branded HOSPAC YETI tumbler, golf balls, an Apple AirTag, a custom-branded AirTag case and popcorn.


THA Managed Care Summit
THA hosted its inaugural Managed Care Summit, bringing together health system CFOs and executives in finance, contracting, and reimbursement to hear from industry thought leaders on key topics affecting the health care landscape. Discussions focused on payer challenges and accountability, emerging concerns in hospital cost reports, and issues related to charity care and community benefits.
HOSPAC maintained a presence throughout the summit. Attendees learned what HOSPAC is, how it works, and why it’s so important to be involved.

HOSPAC Hosted Webinar with U.S. Senator John Cornyn
HOSPAC hosted a webinar with Senator John Cornyn to encourage voter participation in the runoff election and discuss key issues impacting hospitals and the health care industry.
During the webinar, Sen. Cornyn addressed several topics relevant to Texas hospitals, including the Rural Health Transformation Program, the 340B Drug Pricing Program, recognition of nursing as a professional degree, and the outlook for health care policy in the U.S. Senate. The discussion concluded with a Q&A session hosted by HOSPAC.
THA Takes Washington D.C.
THA’s advocacy team traveled to Washington D.C. and met with members of the Texas congressional delegation and discussed issues impacting increased health care costs. Key topics included workforce shortages, rising supply expenses, increasing pharmaceutical costs, and other challenges driving up the cost of patient care. THA also expressed concerns regarding insurance downcoding, payment delays, and prior authorization requirements, all of which continue to place administrative and financial burdens on hospitals and health systems.

Contributions or gifts to political action committees (PACs) are not tax deductible as charitable contributions.
The decision to participate or not is completely voluntary and has absolutely no impact on job status, performance review, compensation or employment.
To be eligible to participate in HOSPAC Federal and receive AHAPAC benefits, solicitation authorization must be on file with HOSPAC.
Fifty percent of all eligible contributions will be forwarded to the THA federal PAC. The amount forwarded will count toward your federal contribution limit. You may opt-out of having your contribution directed to federal HOSPAC. Should you wish to do this, please contact HOSPAC at 512/465-1044.
State and Federal law requires PACs to use their best efforts to report the name, address, occupation and employer of individuals whose contributions exceed $200 within a calendar year.
Corporate contributions to HOSPAC are prohibited by law. HOSPAC contributions using a company credit card are considered corporate contributions and are prohibited by law.
